Political scientist analyzes structural differences that hinder replicating El Salvador's security model in Peru

Political scientist Farid Kahhat evaluated the feasibility of implementing Nayib Bukele government's security strategy in Peruvian territory. During his analysis, he pointed out that there are economic, geographical, and criminal differences that prevent a direct transfer of the Salvadoran model.

During his speech at the Hay Festival, Kahhat acknowledged the reduction in homicides achieved in El Salvador, but warned that this success was not accompanied by similar economic performance. Likewise, he indicated that the type of crime in Peru, marked by drug trafficking and illegal mining, possesses greater financial resources and corruption capacity than the gangs faced in the Central American country.

The specialist also highlighted territorial disparities, pointing out that Peru's larger geographic expanse and its complex Andean and Amazonian geography make state control difficult compared to El Salvador's 21,000 square kilometers.

Finally, he mentioned practical aspects such as the prolonged state of emergency, international questioning regarding human rights, and the magnitude of mass incarceration, warning that applying similar measures in Peru would require a penitentiary infrastructure that is currently lacking.

Verified Core Facts
